Who this is for
Policy units, district offices, and statutory bodies that must publish or circulate a periodic report on programmes, performance, or community outcomes. Typical sponsors are assistant managers and chief executives who need a pack that survives questions in open session.
Result you receive
A bound digital reporting pack (PDF plus editable chart files) covering the agreed period. It includes an executive narrative, core indicator charts with source notes, a methods annex, and a one-page “questions we expect” brief for the presenting officer.
Scope

- Kick-off review of your indicator list, past returns, and audience constraints
- Draft chart book with two revision rounds
- Narrative written in plain English suitable for public release in Hong Kong
- Source and definition footnotes for every figure used
- Handover call to walk the presenting officer through contested numbers
Not included
- Primary survey fieldwork or case-file coding
- Software licences or ongoing dashboard hosting
- Translation into Chinese (can be quoted separately)
- Advocacy or political messaging
Provider and process
Work is led by a reporting analyst at Tool Springhub, with a second reader for public-facing language. Delivery mode is remote by default; table sessions can be held at Technology Plaza, Tsuen Wan, or at your office within Hong Kong.
- Briefing and document intake (week 1)
- Indicator freeze and draft structure (week 2)
- First full draft (weeks 3–4)
- Revisions and final pack (weeks 5–6)
Typical duration is five to seven weeks for a single programme area. Multi-bureau packs take longer and are quoted after intake.
Preparation we ask of you
Share prior-year reports, indicator dictionaries, raw extracts you already hold, and any legal or privacy limits on disclosure. Nominate one internal owner who can answer definition questions within two working days.
Constraints
We will not invent indicators your records cannot support. If a requested chart lacks a defensible source, we flag it and propose an alternative or an explicit “data gap” note.
Pricing basis
From HK$48,000 for a single-programme pack of up to twelve charts. Larger portfolios are estimate-based after reviewing your source materials. See fee guidance.
